Caught in an attack at a school or other public place, people should flee, hide or fight back. Responding actively is a safer strategy than remaining quiet and waiting for help, according to recommendations from the Hunterdon County Prosecutor s office.
The recommendation is not a change for the prosecutor's office, although other law enforcement officials . Law enforcement strategies for responding to mass shootings have been evolving during the decades since an incident at Columbine High School in 1999 in which a teacher and 12 students were shot by fellow students.
Mass attacks, such as the Dec. 14 shooting of 20 students and six teachers at Sandy Hook Elementary School in Newtown, Conn., happen quickly and end quickly. Most such shootings end within five minutes, Detective Sergeant Kevin Burd of the Prosecutor s Office said.
Burd oversees the Prosecutor s Office school safety efforts throughout the county, coordinating training and drills at schools to familiarize police with school environments and school personnel with law enforcement expectations and procedures.
He tells teachers that doing something to delay the shooter creates a "time-barrier and can save lives because most victims are shot before law enforcement is on the scene.
Doing nothing but waiting for help favors a gunman looking for victims, Kearns said. He said that the Department of Homeland Security also advises people to run, hide or fight.
Burd,foceng.com/gucci, who serves as lead liaison from the Prosecutor s Office to the schools has been spreading the message to school personnel around the county. He met with middle school staff in Raritan and Lebanon Township earlier this month and led a tabletop exercise on March 28 for about 40 county teachers and school officials.
Teachers are the front line of defense during school shootings, Burd said, and should do what their consciences and the environment allows.
For example, Woodglen School in Lebanon Township is within walking distance of the Township Police Department,pilewu.com/coach, he said. If a shooter was known to be in the school, Burd said, it might make sense for a Woodglen teacher to have students jump out a first floor classroom window and run to police headquarters.
