Conservative deputy leader of the council Byron Rhodes said: "We are proud of our record over the past four years.
"We are emphasising the importance of the Leicestershire economy in our manifesto.
"We will bring growth and prosperity to Leicestershire."
Coun Rhodes said his party could be trusted with the economy in the county, despite the struggles the Conservative and Liberal Democrat coalition has had nationally to get to grips with the recession.
He said: "They had an enormous task.
"Under Labour,oakley outlet, the public sector grew too large and they had enormous bad luck with the EU going wrong and the economies of their major export partners stagnating."

The Conservatives also said they had released some of the council's reserves to launch a 10 million loan fund to help first-time buyers get on the housing market.
Under the Tories, the county council tax has been frozen, although it will rise by 1.5 per cent after the election as they seek to fill a 30 million gap in County Hall finances, which will lead to further service cuts.
They are promising to keep increases as low as possible.
The Tories also said they were the party to keep crime low, improve care for the elderly and schools.
They are stressing that under the leadership of Nick Rushton they have dealt quickly with scandals which have affected the party, such as the expulsion of former leader David Parsons, who was censured over his expenses, and the sacking of David Sprason, who gave a frank interview to the Mercury about watching a porn film on a council laptop computer,Hogan.
Coun Rushton said: "Without a shadow of doubt, the number one issue is to do whatever we can to deliver economic growth.
