Steve Pearce introduced legislation Wednesday that would block an ongoing effort to create a national monument in Do a Ana County through presidential order under the Antiquities Act. H.R. 1512 would require that all future monument designations be approved by Congress, through the legislative process, ending a process that has been in existence for more than a century. "Monument designations, like any other laws, should come up from the people, not down by executive decree," Pearce said in a prepared statement. "Conservation is at its best when it is carried out by the people: through elected representatives in a transparent, public process. Garrett countered that 18 national monuments in New Mexico, including White Sands, Carlsbad Caverns, Chaco Canyon and Bandelier, have all been created through the Antiquities Act. "H.R. 1512 is yet another attempt to undermine community support for the Organ Mountains-Desert Peaks National Monument," Garrett said in a news release. "Due to political polarization, the current Congress has not acted to protect land anywhere in America. In many cases, the president's authority under the Antiquities Act is the only avenue currently open to those who want to protect nationally significant resources on public lands." The news release said a study has estimated that the Rio Grande del Norte Monument will create almost 300 jobs and add $15 million to the local economy,louis vuitton outlet. Pearce has introduced separate legislation to create a national monument for the Organ Mountains that is much smaller than the proposed Organ Mountains-Desert Peaks National Monument.
